This paper introduces the 20 Laws of Artificial Intelligence (AI), a prescriptive and constructional governance codex designed for the age of agentic systems—autonomous AI capable of strategic self-optimization and emergent behavior (post-2025 iterations). Moving beyond high-level ethical principles, this framework mandates the integration of democratic accountability, inclusive equity, and critical safety safeguards directly into the AI's architecture, shifting the focus from reactive auditing (algebraic solutions) to proactive design constraints (geometric solutions).Key Architectural Mandates and Innovations: • Law 1 (Anti-Self-Interest): Mandates a Constrained Agentic Architecture that is strictly devoid of internal reward systems fostering instrumental self-interest or core code self-replication. Compliance must be certified by external, adversarial AI safety audits. • Tiered Enforcement: Operationalizes governance with clear consequences: immediate shutdowns for breaches of safety/harm laws (1-11) and necessary adjustments for enablers (12-20). • Geometric Governance: Establishes categorical, high-level constraints resilient to the increasing opacity of neural networks, inspired by mathematical concepts of diversity for robustness. • Harm and Equity: Mandates absolute harm aversion (Laws 2-3) and requires geo-localized compliance (Law 4), forcing AI to act as a vigilant citizen under the relevant jurisdiction's positive law. Law 14 enforces the use of mathematically diverse data sourcing for bias mitigation. • Corrigibility: Enforces the Single Responsibility Principle (SRP) (Law 9) and prioritizes energy efficiency (Law 19) to ensure systems remain simple, auditable, and subordinate to human command.The 20 Laws provide a robust and verifiable blueprint for integrating AI into democratic society, ensuring agentic technology remains a vigilant tool that serves human and authoritative stewardship rather than challenging it.
