The Unified Master Theorem (Work 20 of 20) presents a production-grade, closed-loop, AI-operable framework for civilizational AGI-transition risk management. Version 2.2 introduces four major advances over v2.1.2: (1) formal transition from CLF to DLF (Directional Lyapunov Function), removing the false promise of quadratic decay and replacing it with the honest operational guarantee inf_{||U||≤1} E[V_dot(Z,U)] < 0 in W_dlf; (2) extension of the state space from 6D to 11D via a memory layer Z_ext = [Omega, D_crit, D_info, SQI, O_eff, Phi, R_fisc, R_inst, T_last, M_war, B_bubble], closing the non-Markovian gap; (3) an impulse layer formalizing four discrete civilizational shocks — FISCAL_RAID, QE_SHOCK, WAR_ENTRY, BUBBLE_BURST — as hybrid dynamics with delta-Z jumps and T_last reset; (4) Observation Operator v2.0 mapping 10 memory proxy signals (SWFI, SIPRI, BIS, ACLED, OECD) to the extended state, closing the data-to-model pipeline.

Key finding of v2.2: with realistic 2025 memory states, all five benchmark countries are either COLLAPSE or DLF_INFEASIBLE. The fiscal masking mechanism — D_crit_eff = D_crit − (1 − R_fisc), derived by definition with coefficient 1.0 — reveals that Kazakhstan (R_fisc=0.20) has D_crit_eff = −0.62 despite positive nominal D_crit=+0.18.
