World Quantum Theory: A Unified Framework for Quantum and Classical Physics Based on Frequency

Physics is founded upon a set of quantities and laws presumed to be universal: the speed of light c, Planck’s constant h, elementary-particle rest masses, special relativity, and the de Broglie relation. Yet the fact that all of these “bedrocks” simultaneously hold to the highest experimental precision precisely on the Earth’s surface remains an unexplained numerical coincidence.
This paper demonstrates that, starting from only three minimal axioms 
I.    The universe is composed of self-sustained, Planck-scale internal-rotation units — termed World Quanta; 
II.    At every instant, the rotation speed of each unit is exactly c and strictly orthogonally decomposed into tangential and radial components;
III.    The total energy is linearly apportioned between the two orthogonal directions in proportion to the corresponding velocity components,
special relativity, the de Broglie wavelength, rest mass, Planck’s constant h, and the quantitative form of virtually all classical and quantum laws emerge as inevitable mathematical consequences, without any further assumptions.
In this framework, both Planck’s constant h and the electron rest mass mₑ cease to be universal constants and are demoted to local manifestations of the same environmental coupling factor x, whose terrestrial value happens to be xₑ = 2π.
The theory’s sole falsifiable prediction is that xₑ will deviate from 2π in different vacuum environments (the South Atlantic Anomaly, tunable Casimir cavities, and the lunar surface). Confirmation would reduce all currently “universal” constants and laws of physics to approximations; disproof would imply that the universe has concealed a deeper structure with pathological precision.
The rest is left to experiment.
