Abstract
This paper, grounded in World Quantum Theory, proposes that the world quantum, in each macro-rotation, generates tangential and radial projections that serve as the ontological reference for defining absolute permittivity εx and absolute permeability μx. This contrasts with traditional physics, which treats permittivity and permeability as environmental parameters. Here, εx and μx are derived as emergent electromagnetic identities of the world quantum’s macro-rotational state, fully determined by its energy E, wavelength λ, current I, and velocity v.
