miguelhdo/tc_spectrum: Code with notebook for training and testing the DL models

This release contains the notebook to load the dataset (from v0.2) and the notebook with a working example to train and test the CNN and RNN models used in the paper with spectrum data (new in version v0.3). It also shows how to use some of the helper functions to train/test the models and process the results.
