FAIR-IMPACT acknowledges that effective governance is crucial for developing and maintaining semantic artefacts, enabling a network of interoperable resources across organizations and communities while preventing data silos. To support this, the project has established a dedicated task focused on defining and advancing the concept of 'Semantic Artefact Governance and Management. Through the FAIR-IMPACT Semantic Artefact Governance workshop, we explored a variety of practices across diverse EOSC-related communities. This effort enabled us to generate the final deliverable (D4.1) of FAIR-IMPACT’s T4.1.

This document presents a broadly applicable definition of Semantic Artefact Governance and Management that can be adapted to various contexts. It provides a governance framework that enables initiatives to define their principles, best practices, and standards, ensuring a structured and consistent approach to managing semantic artefacts.
The document demonstrates several approaches to semantic artefact development and management used by different initiatives, highlighting key aspects of the semantic artefact lifecycle. A high-level analysis of organizational structures across multiple initiatives is also included, outlining the domains of activity that need to be considered for effective governance.
Finally, we provide tailored recommendations for three types of initiatives managing semantic artefacts:
Project-based initiatives that oversee individual semantic artefacts, such as application ontologies (e.g., EFO, SAREF), and Linked Open Data sets (e.g., AGROVOC).
Support-based initiatives that facilitate the development and maintenance of interoperable semantic artefacts within communities, such as INRAE Voc, NFDI4Biodiv, and LifeWatch ITA SWG.
Harmonization initiatives that provide principles, guidelines, and infrastructure to standardize semantic artefact management across communities and organizations, such as OBO Foundry, BASF Company, Crop Ontology, and IVOA.
By integrating these elements, this document serves as a comprehensive resource for organizations seeking to implement effective governance and management strategies for semantic artefacts.
