D1.1 - Report on missing elements for an improved Arctic observing system

Description

This report is a part of the wider assessment of the missing elements in the Arctic regarding
observations, spatial and temporal scales of change and multiple ways of knowing (scientific,
Indigenous and local knowledge, see more in Johnson et al. 2015, 2016). The specific aim of this
deliverable is to assess how “community-based monitoring (CBM) networks can expand
observations, improve baselines, identify and monitor new indicators, local impacts and how
CBMs can be sustained.”

It covers key messages from earlier EU Projects (Kepler, INTAROS, Section 2) that have
looked at gaps in monitoring, reviews the operational areas of CBM work in Arctic PASSION (the
Indigenous and local communities involved, Section 3) and offers summary conclusions for the
aim of
• expanding observations
• improving baselines
• identifying and monitoring new indicators, local impacts
• and actions on how CBMs can be sustained further
