ENVRI-FAIR D4.6: Draft policy document for common service catalogue

This document presents the move from a theoretical policy framework, derived from Workshop 1 and discussed at Workshop 2, towards a practical implementation of policy. It starts with the analysis of key policy drivers (EOSC Rules of participation, FAIR principles and ENVRI-Hub initial documents) in the respect of organisational decisions (“Policy drivers”) needed from an ENVRI RI. The document collects these main policy statements (i.e., the “core” of the policy documents) into a draft framework, including other implied policies derived from the core requirements. The document also includes considerations of differences between Policies, Practices (Guidelines) and Technologies (IT Implementation) in Research Infrastructure management and maintenance, as well as some common requirements for interoperable and documentable policy documents. To move from this position to a practical implementation, Workshop 3 demonstrated how we can create policies (and subsequently guidelines and IT implementation) starting from the policy statements but creating policy documents. The policy documents of various RIs were compared, and the policy document template of EPOS, together with other examples, informed the discussion. In parallel, a landscape analysis leading to D4.5 should provide a state-of-the-art view across the participating RIs, from which policies suitable for the ENVRI-Hub (to interoperate across ENVRI RIs and also with EOSC) and their congruency can be analysed. Due to the delays with D4.5, this deliverable documents the path to draft policies for the ENVRI-Hub. In Workshop 4 (which leads to D4.7) these results will be discussed and the move to the final ENVRI policies planned.
