Conclusions. At the intersection of congruence (convergence) of «land management» and «urban planning» institutions, where the objects of study are the concept of «land» and «territory», the concept of «space» appears. The spatial approach in the context of the land use issues is characterized by the high level of complexity of estimation of economic processes. The impossibility of use of the necessary space for the existence, location and management of institutions acting as a factor in social transformations is the major cause of low speed of economic development and common standard of living of a society. The treatment of an each subject of socio–economic relations is defined by the rules and norms that are inherent in the particular spatial system of its stay, which also gives rise to a basic conflict of interests.
