Transformation of social and labor relations in the conditions of a special period of functioning of the national economy
Description
The subject of the study includes theoretical and applied aspects transformation of social and labor
relations in the conditions of a special period of functioning of the national economy, which was introduced
on the territory of Ukraine as a result of large–scale military aggression of the Russian Federation.
The purpose of this article is to determine the totality and systematization of factors that have
arisen as a result of insurmountable circumstances of military aggression and have an impact on
social and labor relations.
Methodology of work are generalization method (when determining the totality of factors affecting
social and labor relations during the war), the method of system–structural analysis (when systematizing
the factors influencing social and labor relations), the statistical method (when determining the scale
of problems that result in the transformation of social labor relations.
Results of research. The military aggression of the Russian Federation is a serious test of the stability
of the system of social and labor relations, formed during the peaceful development of independent
Ukraine. Since social and labor relations are the core of the socio–economic system, their adaptation
to the new conditions of implementation is a strategic task of the state. The study identified a set of
circumstances that caused the transformation of social and labor relations. These include: the actual
formation of three types of territories (deep rear, frontline zone and combat zone, occupied territories
[6]) with a dynamic delimitation boundary and different opportunities for implementing social and labor
relations; relocation of enterprises and labor force; introduction of a special period for the functioning
of the national economy; change in market conditions for doing business, etc. The transformation of
social and labor relations, which in many cases boils down to their curtailment, must be accompanied
by a corresponding transformation of the legal field that regulates these relations. The study identifies
transformed segments of social and labor relations that require legal regulation to maintain a social
balance between efficient business conduct and social justice in difficult wartime conditions.
Conclusions. As a result of the study, a few factors were identified that make it impossible to
maintain the system of social and labor relations that have developed in peacetime. The study of the
nature of their origin formed the basis of their classification division into separate groups. For each
group, an analysis of the state of legal regulation was carried out to adapt social and labor relations to
the transformed conditions for their implementation that arose as a result of the war.
