The main components of the national water strategy have been identified and characterized, which together will promote its implementation in different areas of water management and at different levels of government. A model of sustainable management of freshwater resources at the regional level has been developed, which takes into account innovative forms of cooperation in water use and the important role of public-private partnership. The proposed model requires the transformation of the targets of the water complex to meet the needs of present and future generations in freshwater resources, provide a safe environment and protection from natural disasters, which should contribute to the necessary institutional and structural changes at the regional, district and community levels. The guidelines of strategic development of the system of regional management of freshwater resources are determined, including human capital, on the basis of diversification of innovative forms of relations in the management system in the context of institutional transformations.
