A study of the medical and sanitary consequences of terrorist acts as a separate type of social and military emergencies during Ukraine’s independence and during a large-scale war was carried out. The calculation of the forecast of potential consequences of possible terrorist actions based on the developed risk models was carried out. As a result of research, it is predicted that the greatest risk of threats and the emergence of emergency situations of a social nature associated with terrorist activity exists in large cities with a high population density, which ed to the analysis of real risks of medical and sanitary possible consequences of terrorist actions in cities with a high concentration of population in the conditions of the war in Ukraine and determine the algorithm of actions. At the same time taking into account almost complete absence of the adapted researches before war in Ukraine in relation to the possible medical and sanitary consequences of assassinations and algorithm of events in relation to their liquidation there is urgent necessity of perfect research of these questions. The introduction of a clear algorithm of actions into the activities of the State Emergency Service of Ukraine and the healthcare system will improve the quality and availability of medical and emergency medical care in the aftermath of terrorist acts. In the conditions of warfare, the improvement of the mechanisms of military-civilian cooperation in the unified state system of civil protection significantly affects the national security and defense of our state.

Автори дослідили медико-санітарні наслідки терористичних актів як окремого виду надзвичайних ситуацій соціального та воєнного характеру за час незалежності України та під час широкомасштабної війни. Проведено розрахунки прогнозу потенційних наслідків можливих терористичних дій на підставі розроблених моделей ризику. В результаті досліджень спрогнозовано, що найбільший ризик загроз та виникнення надзвичайних ситуацій соціального характеру, пов’язаних з терористичною діяльністю, існує у великих містах з великою щільністю населення, що спонукало проаналізувати реальні ризики медикосанітарних наслідків можливих терористичних дій у містах з високою концентрацією населення в умовах війни в Україні та визначити алгоритм дій. Враховуючи майже повну відсутність адаптованих досліджень до війни в Україні щодо можливих медико-санітарних наслідків терористичних актів та алгоритму заходів щодо їх ліквідації виникає нагальна необхідність досконалого дослідження означених питань. Впровадження в діяльність ДСНС України та системи охорони здоров’я чіткого алгоритму дій покращить показники якостi та доступності домедичної та екстреної медичної допомоги під час ліквідації наслідків терористичних актів. В умовах ведення війни удосконалить механізми військово-цивільного співробітництва в єдиній державній системі цивільного захисту, що суттєво впливає на національну безпеку та оборону нашої держави.
