The undertaking of international responsibility is a priority for the maintenance of peace and security worldwide, given that each state must preserve its sovereignty, but without acting in an absolute freedom that would limit that of other global actors. Ensuring compliance with international humanitarian norms can also be achieved through the application of coercive measures by states, individually or collectively.
