The purpose of the article: generalization and development of scientific and methodological
approaches to the formation of clusters with the participation of dairy industry enterprises
Work methodology. The research used methods of generalization, systematization, grouping and
coefficients.
Work results. Methodical approaches to the formation of clusters based on the balance of economic
interests of cluster participants have been developed. The essence of analytical procedures at each of
the stages of cluster formation is disclosed. The possibilities of forming clusters with the participation
of dairy industry enterprises were considered and the structure of their participants was formed,
which corresponds to the list of main and supporting industries that ensure the functionality of each
type of cluster. In order to implement the principle of balancing the economic interests of all cluster
participants, a matrix of the influence of cluster participants on reducing threats to the activity of the
cluster initiator was constructed. Based on the application of the clustering method, a dendrogram of
the similarity of dairy industry enterprises was built, similar groups of regional enterprises of the dairy
industry were identified, which form the potential of various types of cluster associations.
