A Program to End the Drought in California

Here is a proposal to end California's fire season and alleviate the State's lack of precipitation.  The mathematics stems from the author's research in classical nucleation theory, experimental and theoretical  The Dew Point paper is also uploaded on Zenodo with John H. Jennings as sole author.  It is a letter to California Governor Gavin Newsom to have a cloud seeding program over the clouds of the Sierra Nevada mountains to stimulate rain.  Jennings' equation (9) in the Dew Point paper could be used to identify clouds ripe for cloud seeding with AgI, NaCl, or dry ice.  An onboard computer would be fed certain quantities about a given cloud and if the temperature is near the dew point, then the plane will seed the cloud in the mountains.
