Exige-se a burocracia, cada vez mais qualificada, para assegurar o registro dos vínculos e a preservação dos direitos e das obrigações firmadas. O fenômeno burocrático, portanto, é integrante de todas as sociedades, sem que seja possível a nenhuma delas prescindir de sua existência. O que é possível discutir, portanto, é a qualidade da burocracia e a quem determinados padrões burocráticos beneficiam ou a quem prejudicam.
