PLEP-0007 -- Structure of Top-Level Sub-Packages

Description

Defines the top-level sub-package structure of the `plasmapy` python package.  Each sub-package is named and give a very general description, leaving the details to be outline in package specific PLEPs.  The goals here are to (1) keep the top-level namespace from getting bloated, (2) help developers decide where new features should be placed, and (3) help navigate users to the functionality they need.
