ACCLIMATE: D2.1 – Nine (9) NDC Country Studies (Brazil, Côte d'Ivoire, European Union, India, Indonesia, Nigeria, Senegal, Sierra Leone, United States) including an Assessment of NDC Progress with a Focus on Adequacy, Feasibility and Fairness
Description
This report brings together assessments of the latest Nationally Determined Contributions (NDCs) of Brazil, Côte d’Ivoire, the European Union, India, Indonesia, Nigeria, Senegal, Sierra Leone, and the United States under ACCLIMATE Work Package 2. Using a common framework, the country teams assess NDCs against three criteria: fairness, feasibility, and adequacy. Fairness examines how the costs, benefits, and risks of climate action are distributed; feasibility considers the political, economic, social, institutional, and technological conditions affecting implementation; and adequacy assesses whether commitments and policies match the scale of transformation required for a net-zero pathway. The assessments combine documentation-based scoring with structured expert judgement, drawing mainly on official climate commitments, legislation, long-term strategies, and secondary sources. Across the cases, the report identifies recurring themes while also showing how these three criteria vary across different national political, economic, and institutional contexts.
