D26: CODECO Ecosystem Community-building Report v3.0
Authors/Creators
Description
D26 is the third and final deliverable of Task 7.1 (Toolkits Exploitation and Open-source
Community-building) under Work Package 7 of the CODECO project. It closes the loop on a
three-year open-source and community-building journey that progressed from initial awareness
(D24, Year 1) through technical consolidation (D25, Year 2) to sustainability and exploitation
(D26, Year 3). The reporting period covers months M25 to M39, including a three-month project
extension.
The headline achievement of this final year is the formal transition of the CODECO Open-Source
Toolkit into the Eclipse Foundation as the Eclipse KuDECO project — a vendor-neutral,
Apache-2.0 licensed, professionally governed open-source project under the Eclipse
Technology top-level project. This transition secures the long-term viability of the project's core
technical outputs beyond the Horizon Europe funding period, providing neutral governance,
professional IP management, and a sustainable infrastructure for community growth and
commercial adoption.
The CODECO Open-Source Toolkit comprises five main components — ACM (Automated
Configuration Management), PDLC (Privacy-preserving Decentralised Learning and Context-
awareness), NetMA (Network Management and Adaptation), MDM (Metadata Management),
and SWM (Scheduling and Workload Migration) — along with the CODEF experimentation
framework, a synthetic data generator, and six use-case applications spanning smart cities,
vehicular digital twins, multimedia distribution, energy management, robotics, and smart
buildings. All toolkit components are licensed under Apache-2.0, ensuring business-friendly,
commercially exploitable open-source software.
The Eclipse KuDECO onboarding followed the formal Eclipse Development Process, including
a public project proposal published in July 2025, a Creation Review, and the provisioning of a
permanent GitLab repository, mailing list, issue tracker, and project website. Seventeen initial
committers from ten partner organisations have been named, led by FOR. A three-year
operational plan (2026–2028) articulates concrete milestones for governance, technical
consolidation, community growth, and financial independence.
On IP and licence compliance, iterative IP reviews conducted by ECL analysed 4,272 third-
party dependencies across the CODECO repository using the Eclipse IP Check Tool. Of these,
only seven required remedial action, all of which were resolved. Copyright header coverage
across the toolkit repositories ranges from 11% to 100%, with most core components achieving
above 75%. All toolkit repositories are public, carry updated README files, and follow Eclipse
Foundation best practices.
Community-building in Year 3 was driven by a multi-channel strategy. The CODECO
developer community grew to 69 registered members in the Eclipse Research Labs GitLab. The
project maintained a strong event presence through DevConf 2025, the Red Hat Summit,
ICPE/HotCloudPerf, HiPEAC 2025 and 2026, Software Crafters, and the Open-Source
Community Day, among others. The flagship community event was the CODECO Hackathon,
co-located with the IETF 123 meeting in Madrid (July 2025), attracting over 150 on-site and
remote participants across 60+ projects. Two of three CODECO technical challenges were
successfully completed and presented, focusing on energy-aware benchmarking and GREEN
Framework validation. The IRCEP programme (Innovation and Research Community
Engagement Programme) ran 11 challenges open to SMEs, early developers, researchers, and
students, supported by 33 LinkedIn posts, an informative webinar, and seven local events
hosted by consortium partners.
