ERIGrid JRA2: Test case TC2 implementation

Test case TC2 implements two experiments that test an (external) On Load Tap Changer (OLTC) controller implementation via an FMI-based Hardware-in-the-Loop (HIL) setup. The following package contains all compiled binary files and models which were used to run the experiments. The toolchain heavily depends on external open and closed source tools. Any changes in the source code of these tools were made available via the tool-specific repositories. Therefore, only experiment-specific configurations and not the source-code of external tools is made available. In order to reduce the prerequisites and to avoid manual compilation procedures, whenever it is permitted, the distribution includes binary files.
