Deliverable 11.7 of the UNTWIST project: SUPPLEMENTARY ANALYTICAL MATERIAL. UNTWIST Toolkit and Policy Recommendation Handbook

This document represents the first version of the deliverable and is subject to review and approval by the European Commission. Following this process, and once any revisions deemed necessary have been duly incorporated, an updated version of the deliverable will be submitted and made available accordingly.

This supplementary document accompanies the main Handbook and is intended for stakeholders who wish to explore in greater depth the analytical foundations underpinning the policy recommendations. While the Handbook itself has been structured as a practical and accessible resource focused on priorities, policy packages, and actionable recommendations, the present document sets out the domain-specific analysis that informed those conclusions. 

For each of the five priority domains—healthcare, housing, work–family balance, care systems, and labour-market integration—the supplementary material sets out the complete application of the common framework developed in Part II of the Handbook. This includes the conceptual and analytical framing of each issue, the relevant European legal and political context, the mapping of institutional actors, the available financial and coordination instruments, the assessment of limitations and opportunities, and the communicative logic through which policy action can become visible and credible in citizens’ everyday lives. 

The purpose of this document is therefore complementary rather than separate. It allows readers to move from concise recommendations in the main handbook to the more detailed reasoning, evidence base, and governance analysis that support them. Users may consult it selectively according to their interests, using it either as a technical reference, a source of implementation context, or a deeper explanation of how the proposed policy packages were constructed.
