Tools4CAP Academy Module VI – Integrated data and digital tools: user story approach to implement Common Agricultural Policy | Highlights Report

This report summarises the key insights from Module VI of the Tools4CAP Academy, held on 5 November 2025. The session gathered 28 professionals from 15 countries registered, including representatives from EU institutions, national and local authorities, researchers, and other stakeholders. The module focused on data integration and digital tools that can help make the Common Agricultural Policy (CAP) more evidence-based and effective.

Based on the work of NEUROPUBLIC, ABACO and ITACyL, the session turned the technical document “Methodological guidelines and technical protocols on data integration” into practical guidance for users. Using a “user story” approach, it showed how CAP Managing Authorities, policymakers and other stakeholders can:

• use farm-level and landscape-level data to improve CAP Strategic Plan monitoring,
• strengthen checks and performance monitoring with advanced data sources (such as FSDN), and
• support environmental and sustainability goals in line with the European Green Deal.

The report also presents three concrete examples from Tools4CAP case studies in Spain, Italy and Greece. These user stories show how better data management and digital tools can be applied in real situations to improve CAP implementation on the ground.
