TGC Governance Framework: Deterministic Machine-Layer Trust (v2) and Human–AI Hybrid Governance Architecture (v3)

This Zenodo record contains two complementary documents that together form the integrated TGC (Trust Graph Consensus) framework. Although published under a single DOI, each document remains intentionally independent to preserve conceptual clarity and layered architecture.

1. TGC v2 – Machine-Layer Deterministic Trust Governance Protocol
This document specifies the deterministic, cryptographically verifiable trust core of the TGC framework. It defines the machine-layer logic, execution guarantees, and rule-enforcement mechanisms that operate without discretionary human intervention. The v2 “machine trust core” functions as the foundational substrate (“TGC DNA”) upon which higher-level governance layers can be reliably built.

2. TGC v3 – Human–AI Hybrid Governance Architecture
This document expands the TGC framework into a full three-layer governance model: Human, AI, and Machine. Building on the deterministic trust core of v2, the v3 blueprint describes how human intent, AI mediation, and machine-level execution interact through structured feedback loops. The document addresses scalability, transparency, accountability, and sociotechnical alignment in complex governance systems, proposing a hybrid architecture that combines human judgment, AI-driven analysis, and machine-enforced reliability.

Purpose of Combined Publication
The two documents represent distinct but interlinked layers of a unified governance ecosystem. Publishing them together under a single DOI ensures coherent citation, unified archival identity, and clarity for researchers referencing the TGC framework as a whole. While each PDF can be read independently, they are best understood as complementary components:

• v2 provides the deterministic trust foundation, and

• v3 articulates the human–AI governance structure built on top of it.
