This deliverable, is the direct output of Task 1.1 of the project. It aims to review the state-of-the-art in each component utilized in the PHOEBE Framework, and gain a deeper understanding of the needs of cities and transport planners. The task had three distinct components:
- Review of the state-of-the-art to document the body of knowledge available (in terms of both research and practice) for each component of the PHOEBE Framework to be developed, and draw conclusions about the potential implications to be taken into account in the design of this framework, in particular the methodological framework and technical components.
- Online stakeholder survey to understand the needs and gaps in current practice among the stakeholders involved in the PHOEBE use cases (Athens, Valencia, West Midlands), as well as a broader groups of transport managers reachable through the wide network of contacts of the project partners.
- Focus group consultations to drill more deeply into the current uses and practices of road safety assessment and microscopic simulation on urban road networks, and the extent to which they inform decision making in urban road planning and management.
The online stakeholder survey and focus group consultations captured the current gaps and needs from the perspective of transport managers and municipalities (the intended end users of the PHOEBE Framework). These are synthesised into a user needs statement to inform the design of the PHOEBE Framework’s end-user tools and knowledge products.
