RECESS PROGRAM FOR MEMBERS OF THE LOCAL PEOPLE'S REPRESENTATIVE COUNCIL OF JEMBRANA REGENCY, BALI PROVINCE

The objectives of this study are: (1) To analyze the implementation of the recess process of members of the Jembrana Regency Local People's Representative Council (DPRD) for the 2019-2024 period in response to the needs of the local community, (2) To analyze the factors that support and hinder the implementation of the results of the DPRD members' recess. The research methodology used was qualitative analysis with data collection techniques in the form of interviews, documentation, and observation. The research informants comprised five people, including the Chair of Commission I of the Jembrana Regency DPRD, the Chair of Commission II of the Jembrana Regency DPRD, members of the Jembrana Regency DPRD, and community leaders. This study used four research indicators, including communication indicators, disposition indicators, and bureaucratic structure indicators. The results of this study found that the dissemination of information and the absorption of aspirations by members of the Jembrana Regency DPRD were quite good. DPRD members actively went to the field and engaged in dialogue with the community. However, obstacles sometimes arose in the form of communication problems with village officials and the dissemination of information to the community. DPRD members also needed support from the DPRD secretariat in implementing recess, especially in technical and administrative matters.
This study aims to improve information and schedules for recesses in the community, especially in rural areas, to disseminate information and expand the coverage of recesses evenly. It also aims to improve follow-up appreciation for the implementation of this process. Equally important is strengthening coordination between the DPRD and the executive to improve and strengthen coordination between the DPRD and the executive. Lastly, the study aims to enhance the capacity of DPRD members and their support staff through regular training in political communication techniques, public opinion absorption, and data-based reporting, thereby improving the quality of recess implementation to be more professional and accountable.
