Skeleton specification for multi-agent deliberation that guarantees at least one dissenting view, requires re-integration of dissent and frame findings into the final output, and keeps evidence-linked, audit-friendly records. Persona-orchestrated implementations are included but not required. Operational details are omitted.

多エージェント熟議の骨子仕様。少数意見の最低1件の必置、フレーム所見の最終出力への再統合、および根拠リンク付きの監査しやすい記録を義務づける。ペルソナ型実装を含むが必須ではない。実装詳細は意図的に非公開。
