Peculiarities of personnel management in modern conditions of enterprise functioning

Description

The subject of the study is the theoretical and methodological foundations of personnel management in modern conditions of enterprise functioning in order to optimize their development.
The purpose of the study is a systematic theoretical and practical justification of the management processes of the enterprise's personnel and the justification of the need to implement measures to improve it.
Research methods. The article uses general scientific and special research methods, and traditional methods and techniques of economic analysis, planning and forecasting (statistical, tabular, comparison, index, vertical, horizontal, modeling methods, etc.) were used in the processing and analysis of information.
Results of the work. As a result of the conducted research, it was shown that today the human factor is considered the most active component of the productive forces of society, which ensures its progressive development. And no one doubts the fact that the main resource of any organization is its personnel.
Personnel management is characterized by systematicity and completeness based on a comprehensive solution to the problems of their reproduction. That is why in the general system of enterprise management an important role is played by the personnel management system, which is designed to provide the enterprise with personnel in the required quantity and quality, promotes its most effective use and reproduction through a system of advanced training, contributes to the formation of the necessary conditions (social and psychological climate) for its productive work in order to achieve the goals of the organization.
Personnel management is a complex socio–economic, informational and organizational–technological phenomenon, the process of functioning of which is connected with the object of management. Personnel management should guarantee effective interaction between a person and an organization, skillfully apply methods of effective people management.
Modern personnel management should transform the achievements of management science and scientific and technological progress into productive force, rely on information technologies, initiate creativity and innovative processes.
An important aspect of enterprise personnel management is that the process of its improvement is carried out in terms of subjects, processes and objects. The improvement process consists in the transition from the existing state to the target one, under the influence of the implementation of a set of measures that will allow to increase the intellectual and professional level of personnel, which will ensure stable development and competitiveness of the enterprise.

Therefore, personnel management is considered one of the most important areas of an enterprise's life, and the personnel management system ensures continuous improvement of methods of working with personnel and the use of achievements of domestic and foreign science and the best production experience.
Field of application of the results. Economics and management of the national economy at the microeconomic and macroeconomic levels, personnel management and administration, enterprise economics.

Conclusions. As a result of the study, we can draw the following conclusions:
1. Personnel management is both a lesson and an art of effective management of people in the conditions of their professional work. It is a system of foundations, methods and mechanisms for rational staffing, formation and motivation of personnel.
2. Personnel management corresponds to the concept of the establishment of the enterprise, defends the interests of employees and guarantees compliance with labor legislation for workers. Personnel management is of particular importance because it allows us to implement a range of issues of adapting an individual to external conditions, taking into account the personal factor when building a personnel management system.
3. The basics of personnel management are considered a component of the basics of public management. However, almost all enterprises evaluate them differently in directives for the implementation of personnel management, leading instructions for personnel management.
4. The basics of management are considered the rules by which uniform management positions, methods of concluding established tasks, and norms of employee relations are formed. The range of opinions on this issue is quite wide – from general ideas about moral norms and customs of people to models of behavior in relations of all kinds of managerial meanings and rules for resolving incidents.
Thus, the personnel management system is a tree of goals, objectives and leading directions of work, all kinds, forms, methods and the corresponding management mechanism aimed at increasing labor productivity and quality of work. Personnel management is a special area of management due to the specificity of its object – a person, which is based on the organization of the work of employees, the selection of appropriate components of work with personnel, the basis of probable imitations, economy, progressiveness, prospects, complexity, efficiency, simplicity, hierarchy, scientificity, inspiration, stability, rhythm, specialization, adaptability, continuity, concentration.
The experience of many foreign companies demonstrates that one of the most important elements of the effective work of the enterprise is considered to be a high degree of interest in employees. Taking into account the significant importance of organizational culture for the vital activity of the enterprise, personnel and management bodies are obliged to pay primary attention to improving work with personnel.
