US geographic boundary shapefiles for use in map-based visualization of Epicast data

Lightly edited shapefiles for US states, counties, tracts, and blockgroups for use in epicast-julia-tools mapping functions.

The original source files were edited only to move the positions of AK and HI to be convenient for making visualizations of the full US, and to change the coordinates from long,lat to "USA contiguous Albers equal area conic" (Ellipsoid: GRS 1980, Prime meridian: Greenwich).
