Policy Guide: Evidence-Based Outreach Framework for Peace and Security Open Data Outreach

Description

This Policy Guide presents an evidence-based outreach framework to support data providers in improving the accessibility, usability, and responsible dissemination of open data for peacebuilding and peace and security applications. Developed through participatory consultations at the Austrian Forum for Peace (July 2024), the framework reflects the practical needs, challenges, and proposals of peacebuilders, intergovernmental organisations, civil society actors, and technical experts. The guide offers actionable principles and recommendations for governments, intergovernmental bodies, technology providers, research institutions, and funders seeking to align open data outreach strategies with the operational realities of peacebuilding work. Prepared by the PeaceTech Alliance (Austrian Institute of Technology), the Open Knowledge Foundation, and the Austrian Centre for Peace. This publication reflects the outcome of consultation processes initiated in 2024, finalised and formally published in 2025 following further refinement and review.
