This historical-sociological monograph examines large-scale communal projects in Azerbaijani cities during the Khrushchev reforms (1953–1963), post-Stalin era, which fostered social progress in the republic. It analyzes the construction and repair of communal infrastructure, residential area improvements, recreation zone development, and the expansion of electrification, gas, and water supply, focusing on sectoral organization and management.
Targeted at researchers in humanities and technical sciences, communal economy practitioners, business leaders, and those interested in Azerbaijan’s Soviet-era economic history, this work offers a detailed historical and sociological perspective.
Originally published as a peer-reviewed preprint in Russian as "Коммунальное хозяйство Азербайджана в середине XX века" (DOI: 10.5281/ZENODO.15237717) in the Russian State Library Electronic Library, this English translation is a preprint, revised and adapted for an international audience. The original Russian version underwent peer review, including by experts from the National Research University Higher School of Economics (Russia), and was discussed and recommended for publication by the Academic Council of the Institute of Philosophy and Sociology, National Academy of Sciences of Azerbaijan (NASA).
