Description
This dataset is part of the ROBUST research project and contains data on 35 public value solutions implemented across eighteen multi-layered, networked localities in nine European countries during the COVID-19 crisis. The research project examines how three key governance factors—multi-level governance, hybridity of governance, and societal intelligence—contribute to the development of robust governance. Additionally, the study focuses on a set of actor-centered robustness strategies that can support robust responses to crises.
The 35 public value solutions were deliberate, targeted, and enduring cross-sectoral and cross-layer initiatives aimed at protecting and fostering child well-being during the pandemic. The public value solutions cover a wide range of domains, including education, mental well-being, social support, and community engagement. Examples include e-learning support programs, psychological support services, outreach programs for vulnerable groups, and community-driven efforts to enhance social cohesion.
