Overtourism e piattaforme di short-term rental: il caso studio della città di Siena

Il manoscritto esamina il ruolo delle piattaforme di short-term rental, con particolare attenzione ai loro impatti – presunti e potenziali – sul tessuto socioeconomico e abitativo della città di Siena e del suo centro storico. L’obiettivo generale è quello di esplorare come piattaforme globali del calibro di Airbnb – nate inizialmente per promuovere l’uso condiviso di spazi abitativi inutilizzati – si siano evolute in attori chiave del capitalismo delle piattaforme, incidendo su dinamiche urbane quali il rialzo dei prezzi immobiliari, la gentrificazione e l’overtourism.
La metodologia adottata comprende un’analisi quantitativa dei dati raccolti presso l’Osservatorio Turistico del Comune di Siena, integrata con interviste agli assessori al Turismo e alle Politiche Abitative, e un confronto con le politiche di regolamentazione di altre città europee.
Nello specifico vengono analizzati i dati sui flussi turistici (dal 2010 al 2023) e sull’offerta ricettiva (dal 2010 al 2022) del Comune di Siena, con particolare attenzione al numero delle locazioni turistiche, disponibili a partire dal 2019. Lo studio ha rilevato una trasformazione significativa nel panorama dell’ospitalità turistica a livello locale. L’aumento delle locazioni turistiche ha contribuito ad ampliare la capacità ricettiva della città, favorendo la progressiva crescita dei flussi turistici. Al contempo, tale incremento, ha comportato un cambiamento nella distribuzione degli arrivi tra il settore alberghiero e quello extra-alberghiero.
Infine, il lavoro mette in luce l’assenza di strategie organiche a livello nazionale per regolamentare la pervasività delle locazioni turistiche e il loro impatto sul tessuto urbano, lasciando alle singole città il difficile compito di individuare soluzioni efficaci. Nel caso di Siena, il Piano Strategico del Turismo e l’istituzione dell’Osservatorio Territoriale rappresentano passi significativi verso una gestione più sostenibile del turismo e un’attenzione crescente all’emergenza abitativa. Tuttavia, permangono sfide aperte che richiedono un approccio più sistematico e integrato per bilanciare le esigenze dei residenti e il continuo sviluppo dell’economia turistica.
Abstract (English)
The manuscript examines the role of short-term rental platforms, with a focus on their impacts-assumed and potential-on the socioeconomic and housing fabric of the city of Siena (in Italy) and its historic center. The overarching goal is to explore how global platforms such as Airbnb - born initially to promote the shared use of unused housing space - have evolved into key players in platform capitalism, affecting urban dynamics such as rising real estate prices, gentrification and overtourism.
The methodology adopted includes a quantitative analysis of data collected at the Tourism Observatory of the Municipality of Siena, supplemented with interviews with the councillors for Tourism and Housing Policy, and a comparison with the regulatory policies of other European cities.
Specifically, data on tourism flows (from 2010 to 2023) and accommodation supply (from 2010 to 2022) in the City of Siena are analyzed, with a focus on the number of tourist rentals, available as of 2019. The study found a significant transformation in the tourism hospitality landscape at the local level. The increase in tourist leases has contributed to the expansion of the city's accommodation capacity, encouraging the gradual growth of tourist flows. At the same time, this increase, has led to a change in the distribution of arrivals between the hotel and non-hotel sectors.
Finally, the work highlights the absence of organic strategies at the national level to regulate the pervasiveness of tourist rentals and their impact on the urban fabric, leaving individual cities with the difficult task of identifying effective solutions. In Siena's case, the Strategic Tourism Plan and the establishment of the Territorial Observatory represent significant steps toward more sustainable tourism management and increasing attention to the housing emergency. However, open challenges remain that require a more systematic and integrated approach to balancing the needs of residents and the continued development of the tourism economy.
