A Framework to Support the Financing of Ireland's Nature, Climate and Water Objectives by 2030
Creators
Description
This article presents a framework to support Ireland’s nature, climate, and water objectives by 2030 through improved private-sector financing for biodiversity. Developed under the BIOFIN-EU project, it proposes a unified approach using a science-led dashboard and a special purpose vehicle (SPV) to streamline funding, reduce inefficiencies, and standardize governance. The framework integrates ecosystem services delivery, aligning investments with national goals while reducing risks and costs. A pilot project is proposed to validate the framework, enhance financial efficiency, and enable scalable solutions for mainstream finance.
BIOFIN-EU, an R&I project funded by the EU, unites 13 experts from 10 countries to find financial solutions to address biodiversity loss and enhance nature conservation. The project redirects funds from harmful activities to nature-positive investments, promoting harmony between human actions and nature. BIOFIN-EU will develop a framework and technology to support large-scale investments in nature-based solutions (NbS), streamline decisions, and standardize investments. A data-driven dashboard will enhance project appraisal and risk assessment, aiding the EU's biodiversity goals. Case studies will identify gaps in the Sustainable Finance Taxonomy and inform policy recommendations.
