Problems of development of research and innovative activities in higher educational institutions

This article attempts to highlight the multifaceted problems faced by higher education institutions in the
development of research and innovative activities. As these problems, issues related to the financing of research and
innovation activities, infrastructure, administrative and regulatory framework, human resources, cooperation and sociocultural
factors are studied. Each section provides a comprehensive analysis of these problems, supported by examples
and evidence from different global contexts. The article also discusses potential solutions and strategic approaches to
overcoming these barriers aimed at providing a roadmap to enhance research and innovation in higher education.
