Government mobilization and preparations in the ussr and the usa regarding the use of nuclear weapon against them on the eve of the caribbean crisis

The article is devoted to the problem of USA and USSR's preparation to being targeted by a weapon of mass destruction in the middle of the XX century. The system of mobilization and degree of participation of different state structures in this activity is analyzed in this article.
