ATMO-ACCESS D3.2 Report on modalities for co-funding physical and remote access with national stakeholders
Description
One of the objectives of ATMO-ACCESS is to identify the most suitable conditions for
establishing sustainable access procedures for distributed atmospheric research
infrastructures (RIs) across the EU. The goal is to define clear procedures and mechanisms for
using the research facilities and benefitting from their capabilities. In the past, users mostly
relied on EU funding, in particular via the INFRAIA Trans-National Access (TNA) tool, for financing
physical, remote, and hybrid access to European atmospheric facilities. In the future, more
sustainable solutions and co-funding options are needed for widening access opportunities
(including TNA as well as virtual access, VA) and guaranteeing continuous, long-term access for
all national and international user groups. Therefore, the engagement of national and
international stakeholders is required.
ATMO-ACCESS WP3 approaches this issue by creating connections and then consulting key
stakeholders at national and international level, with the aim to investigate potential methods
and modalities for the co-funding of access programs. Task 2 of the work package is dedicated
to establishing links to national stakeholders and funders and to explore possible pathways to
integrate them into specific programs with the RIs, which could ensure the long-term
engagement of the partners in making TNA sustainable beyond the EU funding.
The aim of this deliverable is to provide a summary of all efforts and results that have been
achieved over the past three years. Material collected from 14 European countries is presented,
and an analysis of the current situation is given. Potential advanced access modalities are
discussed, and first examples of their implementation are shown.
