Radio Digital Monitoring System Project, Digital Transformation & Metadata Normalization - LATICCE Final Report
Description
The Canadian Radio-television and Telecommunications Commission (CRTC) requested our expertise on metadata for the cultural and musical sectors in order to review its monitoring and regarding an eventual modernizing process. Our analysis is grounded upon 3 years of research on cultural content discoverability measurement and 10 years on metadata and unique IDs exploration. Canadian content and language issues have driven a large portion of our work. This report contains a series of remarks following our critical analysis of a research and proposal submitted by an Information Management & Technology expert firm based in Gatineau. It also introduces many key aspects that we think should be taken into account for the creation of an efficient and pragmatic regulatory framework regarding the music industry. While we basically discuss the modernization of the existing monitoring of CANCON on Radio, we also keep in mind the importance of thinking about a modernization process that can be applied to the increasingly dominant digital platforms.
