The regional secretariat, as an important part of the government structure at the City/Regency level, has the main function of assisting the Regent/Mayor in formulating policies, coordinating administration related to the tasks of various Regional Apparatus, and providing administrative services. In the local government structure, its role is very significant as an integrated part of other institutions. Government Regulation Number 41 of 2007 emphasizes that the Regional Secretariat is part of the staff, while Regional Government Law No. 23 of 2014 places it as part of the Regional Apparatus along with several other units. Each government agency has clear duties and responsibilities to carry out its role. The grouping of administrative burdens aims to ensure public services that are efficient, effective and in accordance with the law. Administrative burdens include planning, budgeting, implementing policies, granting permits, monitoring and regulating.
