This journal discusses the management and bureaucratic system of human resource transmigration services in Central Java and evaluates its effectiveness. The Central Java Manpower and Transmigration Service carries out various initiatives to improve the quality of human resources for workers and transmigrants. This research describes the implementation and strategy of the Manpower Department in improving the quality of pre-employment workers in Central Java Province. This research uses qualitative research methodology and case study methodology, and data collection is carried out by interviews and documentation. The aim of this research is to find out how the Manpower and Transmigration Service has implemented in improving the quality of human resources for pre-employment workers in Central Java Province. The findings show that there are several challenges in the administrative and bureaucratic systems that can impact the effectiveness of employment and immigration services. Therefore, this research also provides some information and recommendations to improve management and bureaucratic efficiency in the Manpower and Transmigration Service.
