Description

Although the right to liberty of movement does not belong to the hard kernel of rights inherent in human dignity, it is one of the most important facets of individual freedom while also constituting the basis of many other expressions of that freedom. Its importance lies therefore not only in its substantive nature but also in the consideration of its enjoyment as a prerequisite or prior condition for other human rights. According to the Human Rights Committee liberty of movement is an indispensable condition for the free development of a person and thus arbitrary restrictions on liberty of movement may mean the denial of other rights.
