This report presents a best practice toolkit for policy makers and practitioners involved in maritime security. It also provides an essential guide for the planning, programming and implementation of capacity building for maritime security. Drawing on the Western Indian Ocean experience, it demonstrates what reflexive capacity building means in practice and how it can lead to better, more efficient and more effective maritime governance structures and reform projects.
The report is the outcome of the research project 'SafeSeas: A Study of Maritime Security Capacity Building in the Western Indian Ocean', an 18-month project co-led by the School of Law and Politics at Cardiff University and the Global Insecurities Centre at the University of Bristol.
