Description

Updated Rover for loitering hold between two radiuses. The motors are shutoff between the two radiuses, allowing a free drifting platform with no noise introduced to measurements. New parameter "loit_radius_rat" controls the ratio of the inner radius (defined by loit_radius, as usual) to the outer radius, defined by loit_radius*loit_radius_rat
