PROMPT RESPONSE OF THE BRAZILIAN ARMY TO NATURAL DISASTERS: STRUCTURAL ASPECTS FROM EXAMPLES IN THE AMAZON MILITARY COMMAND

The objective of this article is to present the level of the doctrinal and institutional evolution of the Brazilian Army for use in response operations to natural disasters, having as a parameter the international agenda on climate change and the respective movements of the Armed Forces of countries in the center global. To this end, based on a bibliography composed of authors and a document from the State and international organizations, the work describes the international evolution of the agenda concerned with the impacts of climate change while locating the movements of the Armed Forces of countries in the global center about its composition specializing in humanitarian aid aimed at responding to events related to climate change; then, the legal and organizational context under which Brazil structures its means of response to natural disasters is presented in order to place the Brazilian Army in this joint effort. Finally, taking as a case the application of the military means of the Military Command of the Amazon to support and care for populations affected by floods, we comparatively evaluate the institutional guidelines that expose the application of specialized doctrine in the response to climate issues and humanitarian aid derived from this kind of disaster. The results and conclusions present the directions that the climate agenda suggests to the States and guide the parameters to compare the doctrines. In the case of the Brazilian Army, the attention given to the creation of units specialized in this type of operation is still embryonic and dependent on almost improvised articulations to respond to emergencies caused by disasters such as floods in the Western Amazon.
