ANALYSIS OF HEALTHCARE PRODUCTIVITY INDICATORS OF THE REPUBLIC OF KAZAKHSTAN BASED ON THE NATIONAL HEALTH ACCOUNTS

Description

Healthcare system productivity indicators can serve as a criterion of social and economic significance in the society development. In other words, the healthcare productivity is measured by a set of criteria and indicators, each of which characterizes some aspect of the process in the healthcare system. The concept of healthcare productivity should not be identified with the general economic category of productivity. In healthcare, even with the use of the most qualified labor and the use of modern medical equipment, there can be a "zero" and even a "negative" result. The purpose of this study is to calculate indicators that contribute to the assessment of the productivity of the country's healthcare system for comparison with other countries. The indicators were selected taking into account compliance with three conditions: measurability, data availability, comparability with indicators from other countries and belonging to three levels: systemic, sub-sectoral and disease-based. Thus, the calculation of the selected indicators contributes to the comparison of the healthcare system of the Republic of Kazakhstan with the OECD countries at different levels. The analysis of the healthcare system productivity using statistical data on services provided to the population is carried out according to general indicators of productivity, since they do not take into account the complexity of the disease and the quality of medical services.
