Description
To move away from linear into circular models of production and consumption, there is a need for suitable
institutional arrangements, i.e., clear sets of norms and rules regarding the distribution of responsibilities
of relevant stakeholders involved in the implementation of water circular economy (WCE).
This deliverable analyses the institutional arrangements associated to the water reuse management
within and across case studies on the demosites of Project Ô. It aims to assess their preparedness for the
implementation of the new water loops as those foreseen with use of Project Ô new technologies. It
addresses the potential barriers and challenges to be faced in local contexts, including by the stakeholders
and new water users, considering the current water related institutional arrangements and regulations.
The analysis is based on existing institutional arrangements and regulations and on structured
questionnaires made to local project partners and to selected stakeholders in each demosite. An effort
was made to ensure a mixture of experts to provide a fair representation of the perspectives on the
arrangements being analysed. Out of the collected data the major drivers and barriers for implementation
of water loop were identified.
