Values-based Reference Points in the Strategic Development of Libraries of Higher Education Institutions

The purpose of the article is to analyse the values that underlie the strategic development of six European university libraries — National University of Kyiv-Mohyla Academy, National Technical University of Ukraine “Igor Sikorsky Kyiv Polytechnic Institute”, Borys Grinchenko Kyiv University, Vilnius University, Warsaw University and Jagiellonian University. The methods of system, structural and content analysis are used in the research. It is noted that the values of university libraries correlate with the basic components of the corporate culture and can be classified into certain categories, in particular, as ethical values, socio-economic values, communicative values and so on. Among the values professed by modern university libraries are openness, accessibility, completeness, innovation, science, professionalism, partnership, responsibility, and traditions. A British research project (University of Sheffield, 2018) was also used for comparative analysis. The project was aimed at defining and reflecting the values of the university library in the 21st century. Scientific novelty. For the first time, the values of strategic development of European libraries are analysed from the standpoint of systematic analysis of documents that determine their strategic development and correlation with the categories of a corporate culture of higher education institutions, the basic principles of academic integrity. Conclusions. Particular attention is paid to implementing the five core values of academic integrity: honesty, trust, fairness, respect and responsibility in the value of the strategic development of universities. The article concludes that ‘openness’ is a basic value for all Ukrainian and foreign libraries. Values such as ‘partnership’, ‘innovation’, ‘responsibility’ are important for most libraries. Distinctive features are that the libraries of Ukrainian universities define ‘service’ as a value and foreign — ‘traditions’.
