This article describes foreign experience in the implementation of cluster policy at the state level in various countries with a developed industrial economy, analyzes the theoretical approaches to innovation clusters, determines the stages of development of clusters, substantiates the relevance of the formation and development of scientific and innovative clusters in the industrial economy of Uzbekistan.
