Water is directly or indirectly present in the production of all sorts of consumption goods. The flattening of the right affects the universality of water as essential for the life continuity on the planet, and is present in the foods, vegetables, animals and it is prioritizes a basic need of human beings. Showing how that environment is being treated well in national and international law is the major relevance to the topic, since the General Assembly of the United Nations – UN released a resolution defining water as a universal right. Brazil was present and favorably votes supporting the UN initiative. Long time ago the world thought that the water would not never cease to exist, but the economic environment in which the development models held up for decades is currently leading humanity to a severe shortage of fresh water. The Earth is still the blue planet, but natural resources are no longer with the same average age, fresh water on the planet is basic for the continuity of human existence on Earth. Human suffering is part of learning, support the theory of suffering to support the effectiveness of the standard, an insight into the legal thinking from the other.The research methodology analyses the current available related literature, a qualitative method, using the doctrine, legislation and official documents of the international organizations related to the subject.
