The article examines the administrative system of the independent khanates that existed on the historical territory of Azerbaijan in the second half of the 18th century. Based on the analysis of patterns of feudal political fragmentation, the traditions of Azerbaijani feudal-fragmented statehood during the period of khanates were determined. The concept of "khan's Azerbaijan" was introduced into scientific circulation. The system of the khan's administrative structure and management, the names and functions of officials, the administrative duties of officials in the central and local apparatus of the khanates, legal proceedings, the armed forces of the khan's state formations, which is characteristic of the original Azerbaijani ethnic identity, have been studied, which made it possible to indicate the consolidation of Azerbaijanis within the territory of the khanates. Analysis of the materials showed that during the period of the khanates in the second half of the 18th century, Azerbaijanis lived compactly in the historical territory, where they were united by a common Turkic language, common Sharia laws, customs, traditions, and the Islamic religion. Due to certain regularities, the traditions of Albanian Christian administration in the form of Karabakh melikdoms continued to exist in the administrative system of the Azerbaijani khanates.
