In Search of a New Paradigm of the XXI Century Cultural Policy

The article is devoted to the study of the concept of “cultural policy”, its new paradigm in the context of today's challenges. The main approaches to defining the concept of cultural policy are considered, the most expedient of which is recognized as an integrated approach. The research methods consist in using the principle of objectivity analysis, which makes it possible to characterize the peculiarities of the formation of the cultural policy of modern developing countries, since their main problem – the formation of a holistic culture – also applies to Ukraine, to determine its goals and priorities, cultural methods, which allows us to consider the activities of the state in terms of cultural policy strategy. A model of public cultural policy is proposed as ensuring the involvement of all participants in the cultural process of creating culture. The conclusions note that modern cultural policy should be based on democratic principles, caring about the availability and quality of cultural products, the formation of a single socio-cultural space within the country. It is important to keep a balance between the preservation and transmission of cultural and historical experience and, at the same time, to develop a new one. Development of public cultural policy, in our opinion, is the answer to the demand of our time, that needs a new cultural and political paradigm.
